<h2>Lifetime of Service to Our Community</h2><h3>Dr. Phlunté Riddle (pronounced fa lôn tay) is a lifelong community leader, educator, businesswoman, and public safety executive. She spent her career addressing community safety issues and advocating for those in need.</h3><img src="https://media.designedtorun.com/596449c0-2d85-43ee-ac19-c4a3e006b8a8/IMG_4140---runcbt::0,cbl::138,cbw::326,cbh::300,d::1674850743210,o::https:--slash----slash--media.designedtorun.com--slash--596449c0-2d85-43ee-ac19-c4a3e006b8a8--slash--1674850742279-IMG_4140-.jpgrun--.jpg" alt="" title="right-50" alignwidth="40" tiltdirection="right" variant="framed" align="right">Phlunté spent nearly 30 years serving Pasadena and honing her leadership skills at the Pasadena Police Department, moving through the ranks as a patrol officer, detective, and community liaison. She broke barriers when she became the first African American female sergeant, lieutenant, and then sworn Adjutant to the Chief of Police in the history of the Pasadena Police Department.In 2019, Phlunté was appointed as a Board of Juvenile Hearings Commissioner with California’s Division of Juvenile Justice, continuing her public safety service. She conducts hearings with young offenders to help them gain access to educational and job training opportunities and trauma-informed mental health treatment to reduce their risk of re-offending.Before her appointment, Phlunté served the Foothill communities as Assemblymember Chris Holden’s District Director. She helped him expand the College and Career Access Pathways program that provides high school students with the opportunity to take college and vocational training courses. Together, she and Assemblymember Holden pursued solutions that work for expanding the Gold Line, mental health services, public safety, and cleaner energy.In addition to her lifelong work as a public safety officer, Phlunté was an adjunct professor teaching criminal justice at several universities. She leads her own consulting company, where she works with executives to solve organizational challenges and implement leadership development strategies.Phlunté received her doctorate degree specializing in psychology from Phillips Graduate Institute. She holds an M.A. degree in Organizational Leadership from Woodbury University and a B.S. in Public Administration from the University of La Verne. Dr. Phlunté Riddle’s Action Plan

Educational and vocational training opportunities help our economy move forward. We must ensure every child in California has an equitable opportunity to succeed. We must start with education.Universal PreschoolIt's essential that every child gets the support they need to develop into a thriving adult. That's why I will work every day to expand universal preschool. Our early childhood education system currently rewards the wealthy and well-connected. When I speak with youth offenders, too often, they weren't afforded the opportunity to attend preschool. If we want to create a more equitable and safe state, we need to make early childhood education accessible to every family.Investing in Public Schools and ServicesQuality education helps create a path for safer communities and safer families. We start by investing in our public schools to ensure that every child, regardless of zip code, has access to a world-class education. I've seen firsthand that underfunded schools mean students have fewer opportunities to succeed and are more likely to participate in criminal activity. For too long, we have had a pipeline of students who fall through the cracks and end up in our criminal justice system.As Assemblymember Holden's District Director, I worked with him to pass the High School ‘Dual Enrollment' legislation. These programs create opportunities for youth to obtain college credits and vocational training before graduation and help reduce the cost of college. I will continue to expand this program so even more students can utilize this resource.We need to ensure our schools have the capacity to address our growing pediatric mental health crisis. Students have had their early years disrupted by the pandemic, and our teachers and school employees need the resources and training to help their students. We also need to provide additional funding to hire mental health counselors to work with students.Our responsibility to students doesn't end when the bell rings at the end of the day. I will work with local government and non-profit organizations to expand access to parks, libraries, recreational sports programs, and extra-curricular activities to ensure that children can explore their passions and prevent them from falling into criminal activity.

Education

Climate change impacts everyone. A polluted environment leads to health risks such as asthma, obesity, lead poisoning, diabetes, or cancer. Lower-income families are affected at a substantially higher rate. Wildfires, severe storms, and flooding have impacted many of our homes in the Foothill communities and High Desert. We can't wait to take climate action.

California must lead in building a sustainable economy and creating a healthier environment for future generations. I support 'Pasadena 100,' which commits to 100% carbon-free energy in Pasadena by 2030 without increasing tax payer rates. I will advocate for more communities to join this initiative and ensure we are on track to meet our state's climate goals we have set and push to accelerate our transition to cleaner sources of energy.

Our region’s homelessness crisis is in a state of emergency. With an expensive housing market, economic instability, and increased demand for mental health services, our work is cut out for us. We must act with urgency and go “All In” on solutions.

Law enforcement was the primary response to the homelessness crisis, representing more than 60% of officers’ calls for service.

We need to confront the complexities and root causes of homelessness, such as mental illness and drug addiction, and build response teams like Pasadena’s Police H.O.P.E. team. Our officers need the training and resources to address these multi-layered issues.

I will also help prioritize moving people off the street and into supportive housing with access to wrap-around mental health and social services. I’ll also work with our cities to increase housing opportunities for all income levels that fit the character of the Foothill and High Desert communities.

Our fundamental rights are threatened. With the Supreme Court overturning Roe v. Wade, it is imperative that we have leaders who will defend women’s access to comprehensive health care and reproductive services in California. Reproductive health decisions are personal, not the business of our government.
We also know some Supreme Court Justices have signaled that they will re-examine landmark decisions that advanced equality for people of color, women, and the LGBTQ+ community. California must be a safe haven for every person, no matter their race, gender identity, or immigration status, and I will advocate for marriage equality, health care access, and anti-discrimination legislation. I’ll fight to ensure the Golden State continues to be a place where everyone can live prosperous lives.

Equal Rights and Inclusion

The Metro Gold Line has transformed commutes throughout the San Gabriel Valley. The expansion throughout the last decade has provided more accessible transportation for our residents and helped connect our region to more parts of Los Angeles County. Cities have benefited from more housing and business opportunities, bringing more local tax dollars to fund essential services.

The Gold Line is a critical part of our infrastructure. I will continue Assemblymember Holden’s commitment to extending transit access to connect the Burbank and Ontario airports and parts of San Bernardino County.
